"Main Challenges of Sustainable Management of Albanian Protected Areas According to EU Directives and Regulations"

Humbja e biodiversitetit dhe degradimi i ekosistemeve janë sfida globale, që ndihen edhe në Shqipëri. Megjithëse Shqipëria ka bërë përparime në rrugën e saj drejt integrimit në BE, përafrimi i legjislacionit për mjedisin dhe menaxhimin e Zonave të Mbrojtura (ZM) mbetet një çështje kyçe. Në këtë kontekst, Moduli Jean Monnet ALPAsEU – Zonat e Mbrojtura Shqiptare në Kuadër të Integrimit në BE, gjatë tre viteve ka ndërtuar kapacitete akademike dhe profesionale për të adresuar këtë sfidë. Konferenca përmbyllëse e këtij Moduli synon të sjellë së bashku studiues, ekspertë, përfaqësues të institucioneve, organizata të shoqërisë civile dhe studentë për të diskutuar sfidat dhe rrugët drejt menaxhimit të qëndrueshëm të ZM-ve shqiptare sipas standardeve europiane dhe siç parashikohen në Direktivën e Habitateve, Direktivën e Shpendëve, Marrëveshjen e Gjelbër Evropiane dhe Strategjinë për Biodiversitetin 2030.

The degradation of ecosystems and biodiversity loss are pressing issues both globally and within the European Union. Albania, rich in biodiversity and home to an wide network of Protected Areas (PAs), faces significant challenges in aligning its environmental governance with EU directives—especially in the context of its ongoing EU integration process. Recognizing this gap, the Jean Monnet Module ALPAsEU – Albanian Protected Areas in the Frame of EU Integration, has worked for over three years to build interdisciplinary understanding and capacity among students, researchers, and institutions. As the concluding event of the ALPAsEU project, this International Conference aims to promote dialogue between academia, practitioners, civil society, and institutional actors on how Albania can advance the sustainable management of its PAs in compliance with the EU Birds and Habitats Directives, the European Green Deal, and the EU Biodiversity Strategy for 2030. The event also seeks to highlight innovative practices and to discuss governance, planning, and policy tools that support the effective and inclusive management of protected areas.

Prof. Dr. Olta Braçe Diko

Olta Braçe, Profesore në Departamentin e Gjeografisë Humane në Universitetin Rey Juan Carlos në Madrid, ka një karrierë të spikatur në Planifikimin Territorial dhe Qytetet e Qendrueshme. E diplomuar në Arkitekturë (Master në Planifikim Urban dhe Menaxhim Territorial nga Université Aix Marseille III, financuar nga BE) dhe me doktoratë në Gjeografi nga Universiteti i Seviljes (2016, me vlerësimin Cum Laude të dhënë njëzëri), karriera e saj është përqendruar në kërkimin e aplikuar mbi planifikimin territorial, hapësirat natyrore dhe zonat e gjelbra.

Ajo është autore e mbi 30 artikujve të botuar në revista me faktor të lartë impakti (indeksi SCOPUS = 12) dhe ka kontribuar me mbi 50 kumtesa në konferenca kombëtare dhe ndërkombëtare, duke pasur një qendrueshmëri dhe kontribut të fortë shkencor dhe një profil të akademik të shquar. Si anëtare e grupit kërkimor Health & Territory Research (HTR) në Universitetin e Seviljes—një ekip ndërdisiplinor që bashkon gjeografinë, planifikimin urban, shëndetin publik dhe statistikat—ajo ka marrë pjesë në projekte që kanë sjellë prova shkencore mbi mënyrën se si morfologjia urbane dhe hapësirat e gjelbra ndikojnë në shëndetin urban dhe pabarazitë socio-territoriale.

Ajo ka zhvilluar qëndrime të shkurtra kërkimore në disa institucione të njohura ndërkombëtare, përfshirë City University of Neë York (CUNY), Neë York University (NYU), Institut d’Urbanisme et d’Aménagement Régional (IUAR) dhe Università degli Studi di Bari Aldo Moro (UNIBA), duke pasuruar kështu qasjen e saj metodologjike dhe ndërkombëtare në fushën e planifikimit territorial dhe qëndrueshmërisë.

Olta Braçe, Professor in the Department of Human Geography at Universidad Rey Juan Carlos, with a distinguished track record in Territorial Planning and Sustainable Cities. Trained as an urban architect (Master’s in Urban Planning and Territorial Management from Université Aix Marseille III, funded by the EU) and PhD in Geography from the University of Seville (2016, Cum Laude distinction awarded unanimously), her career has focused on applied research in territorial planning, natural spaces, and green areas.

She is the author of over 30 articles published in high-impact journals (SCOPUS index = 12) and has contributed more than 50 papers to national and international conferences, consolidating a strong scientific output and academic visibility. As a member of the Health & Territory Research (HTR) group at the University of Seville—an interdisciplinary team combining geography, urban planning, public health, and statistics—she has taken part in projects generating scientific evidence on how urban morphology and green spaces influence urban health and socio-territorial inequalities.

She has undertaken research stays at several prestigious international institutions, including City University of New York (CUNY), New York University (NYU), Institut d’Urbanisme et d’Aménagement Régional (IUAR), and Università degli Studi di Bari Aldo Moro (UNIBA), enriching her methodological and international approach to territorial planning and sustainability.
